The plates of Montenegrin diplomatic or consular registration are neither without municipal code nor blazon and with a yellow writing on white bottom.

Ah all right, then in this case, the car is not under the diplomatic status, but the owner is a diplomat.
In France or in Monaco, in this situation, the car is in diplomatic status.
